For over 20 years, Marc Levy has been at the helm of MBL Benefits Consulting.   Marc started his career as a Financial Analyst. While holding various positions within the financial advisory profession, he saw a huge need for helping business owners determine better benefits solutions for their companies, and founded MBL Benefits Consulting.

Marc’s expertise and commitment to excellence have enabled him to provide his clients with the benefits solutions they need to stay competitive and fiscally sound in today’s demanding business environment. Marc also specializes in providing individuals with personal financial planning and estate planning services.

Marc completed his undergraduate studies at the University of Arizona, Tucson. He resides in Livingston, NJ, with his wife Stephanie and their two children.

Howard Metzger

As co-founder of MBL Benefits Consulting, Howard Metzger has over 20 years of experience focusing on group benefits for large employers. He specializes in start-ups, technology companies and nonprofits. He identifies client expectations then strategically matches benefits solutions to those expectations. As an industry expert he works with many insurance carriers for their broker advisory groups.

Howard completed his undergraduate work at The Ohio State University, where he earned a Bachelor’s Degree in Business Marketing. He currently resides in Bedford, NY with his wife Beth and their two children.

James Woehlke

COO & General Counsel

With over 30 years of legal and accounting experience, Jim leads MBL Consulting’s legal and compliance teams. Prior to joining MBL he was general counsel for the New York State Society of Certified Public Accountants for eleven years and their director of tax policy for the four years. He also served four years as a technical manager in the American Institute of Certified Public Accountants’ Tax Division. Jim practiced law with the Wichita, Kansas, law firm of Fleeson, Gooing, Coulson & Kitch and accounting with KMG/Main Hurdman, including one year with that firm’s Washington National Tax Office. Jim is currently licensed in New York as an attorney and CPA and held ASAE’s Certified Association Executive designation through 2013.

Jim graduated cum laude from Grove City College. He received his J.D. and M.B.A. from Drake University and a Master of Law–Taxation with distinction from Georgetown University Law Center. Jim and his wife Kristal live in Poughkeepsie, NY, where they raised their five sons.

Jason Lauter has over 15 years of benefits-consulting experience.  In addition to general healthcare benefits Jason has broadened his practice to specialize in the Property and Casualty insurance business. In his role with MBL he has succeeded in helping his individual and business clients reach financial safety and manage risk in an economical and strategic manner.

Jason earned his Bachelor of Science degree in Economics from SUNY, Albany in 2001.  Jason lives in Holmdel, NJ with his wife and two sons.

Vice President

Josh Mandell has over 15 years of experience in benefits consulting. His main focus is to help businesses with their group-benefits programs. He collaborates with his clients to design effective benefits programs consistent with their long-term financial goals.  Josh leverages his financial expertise and plan-design experience to help his clients navigate the complex world of benefits, freeing them to concentrate on what they do best – operate their companies. Most recently, he has developed an expertise in Health Care Reform, which is a significant asset for both his clientele and MBL’s broader client base.

Josh is a member of the National Association of Health Underwriters. He completed his undergraduate work at Indiana University, Kelly School of Business with a BS in finance. He resides on Long Island with his wife Katy and their two daughters.

Vice President

Catherine has over 20 years of experience in the retirement planning and benefits industry. She has been with MBL Benefits Consulting for over 10 years and before that was a Financial Services Representative and Agency Marketing Director at MetLife. Previous to that she was an Account Executive at Employee Benefit News and Pensions & Investments. In addition to consulting with clients on their retirement planning, Catherine manages MBL’s internet-based HR/Employee Benefits Administration systems. She holds a CRPC™(Chartered Retirement Planning Counselor) from the College for Financial Planning as well as FINRA Series 7 and 63 licenses.


Catherine graduated with a Bachelor of Science degree in Business Administration from Northeastern University and currently resides in New York City.

Tracy Avin has over 15 years of experience in the healthcare industry. She’s spent the past 10 years focused on personalized healthcare and more recently concentrating on wellness strategies for the professional benefits space. Her experience spans both established Fortune 500 companies as well as VC backed tech start-ups. She is responsible for building the company’s strategic partnerships and expanding and maintaining MBL’s health & wellness programs for clients. This enables the company to offer the most cutting edge technologies to their clients.

Tracy attended Boston University’s School of Management and currently resides in NYC with her husband and son.

Chris Sheirer has over 10 years of experience in benefits consulting. He specializes in SMBs and is an expert in the New York Health Plan Marketplace. Prior to joining MBL Benefits, Chris spent over 5 years as operations director at a consulting firm. He leverages this experience to provide insightful, data-driven recommendations for his client’s benefits needs. He collaborates with his clients to support their needs in the ever-changing and complex healthcare environment.

Chris completed his undergraduate work at St. John’s University. He resides in Staten Island with his wife Allison and their two children.
